Lakeside ADUs, Malibou Lake

ADU Builder in Malibou Lake, Los Angeles County

Malibou Lake is a private lake community of about 250 residents, founded in 1922 in the Santa Monica Mountains south of Agoura Hills. Steep lots, old trees and a private club make it one of the most particular places in the area to add an ADU.

Los Angeles County Permits Malibou Lake ADUs

Malibou Lake is not part of the City of Agoura Hills. It is unincorporated Los Angeles County, so ADU applications go to the County's planning department for zoning review and to County building officials for plan check. The community falls under the Santa Monica Mountains North Area Plan, which guides development in the inland part of the county's mountain area and puts weight on protecting terrain, trees and natural features.

State ADU law applies here like anywhere else. The County must review ADUs ministerially, with no hearing, and must decide within 60 days once a complete submittal is in for a lot with an existing home. The County's own standards and forms differ from the City's, though, and the Los Angeles County Fire Department reviews fire access and related items. We confirm the parcel's jurisdiction and planning area before drawing anything.

Building an ADU on a Steep Malibou Lake Lot

Many homes around the lake sit on narrow, sloping lots, some with houses that began as cabins and have been added to over the decades. Level ground is rare, and access often comes down a steep drive or a set of stairs. A detached unit on that kind of site needs a soils report, an engineered foundation and usually some retaining, and the work has to be staged with very little room.

For that reason, Malibou Lake ADUs often favor small footprints and existing space. Converting a lower floor, a garage or an old studio can produce a legal unit with far less excavation. Where a new structure is the goal, a compact one-bedroom on piers that steps with the hillside disturbs less ground than a full pad. We price both approaches, because hillside foundation costs can outweigh the building itself.

Oaks, Sycamores and Septic for Malibou Lake ADUs

Coast live oaks and sycamores define the lake's setting, and Los Angeles County protects oak trees in its unincorporated areas. Work within an oak's protected zone generally needs County approval, and the North Area Plan adds emphasis on keeping native trees and habitat intact. We map trees and their root zones first and fit the ADU, trenches and staging around them.

Wastewater is the other constraint. Rural mountain communities like this one commonly rely on onsite systems rather than a public sewer, and proximity to the lake raises the stakes. If your property uses septic, the County's environmental health staff must approve the added load, which may mean a new or expanded system and enough suitable ground to place it. We evaluate that early, since it can decide whether an ADU fits at all.

  • Tree survey for oaks and sycamores
  • Soils report for hillside foundations
  • Septic capacity and County health review
  • Stair or drive access for materials
  • Club rules reviewed alongside County standards

Private Club Rules and Fire Safety at Malibou Lake

Malibou Lake is a private community with its own club and rules. Those rules can cover the use of private roads, construction hours, deliveries and, in some cases, the appearance of structures. They do not replace County permits, but ignoring them can stall a project in a hurry. We ask owners to share what the club requires and plan the schedule to fit.

The whole community was evacuated during the 2018 Woolsey Fire, and its wooded canyon setting carries high wildfire exposure. Any new unit here is built to the state's fire-hazard construction code, from roof covering to vents and siding, and the site plan needs to show defensible space and fire department access.

ADU Options for Malibou Lake Homes

01

Lower-Level Conversion ADU

Many lakeside homes step down the hill. Converting a lower floor or basement into an ADU uses existing structure and avoids new hillside foundations.

02

Compact ADU on Piers

A small unit that steps with the slope on drilled piers limits grading and tree impacts. It suits lots with no level pad.

03

Junior ADU Inside a Lake House

A JADU of up to 500 square feet within the house adds a unit for family or a long-term tenant, with little or no new septic or site work.

04

Garage or Studio Conversion ADU

An existing garage or detached studio can become a legal unit, keeping new construction out of oak and sycamore root zones.

FAQs

Questions About Malibou Lake ADUs

Who issues ADU permits at Malibou Lake?

Los Angeles County. Malibou Lake is unincorporated, so the County's planning department and building officials review the project, not the City of Agoura Hills.

Does the Santa Monica Mountains North Area Plan affect my ADU?

Yes. It guides development in this part of the mountains and emphasizes protecting terrain, trees and natural features. We design within its standards along with state ADU law.

Can I build an ADU on a septic lot at Malibou Lake?

Possibly, if the County's environmental health review approves the added load. The existing system may need expansion, and there must be suitable ground for it.

Do I need the club's permission to build an ADU?

The club does not issue building permits, but its rules may govern construction access, hours and appearance. We plan the project to respect them.
