Multifamily ADUs, Agoura Hills
Agoura Hills ADUs for Apartment and Duplex Properties
California now lets owners of apartment buildings and duplexes add several ADUs to the same lot. In Agoura Hills, where new land for housing is scarce, that can mean adding units in carports, storage rooms and unused corners of an existing property.
Multifamily ADU Rules Under California Law
An existing apartment or duplex lot gets two separate allowances. The first covers new freestanding units: as many as eight, but never more ADUs than the building already has homes, so a fourplex tops out at four while a twelve-unit complex reaches the cap of eight. The second covers conversions. Spaces nobody lives in, like storage areas, attics, mechanical rooms or garages, can become ADUs, with a minimum of one allowed and a maximum equal to a quarter of the existing unit count.
SB 1211 put these numbers in place in 2025, and the City's setback and height standards still apply alongside them. Where the apartment building is still on paper, the lot may plan for two freestanding ADUs. Condo-style sale of an ADU is a separate question; it needs a local ordinance that opts in, so we confirm whether one exists before anyone counts on selling a unit.

Where Multifamily ADUs Fit in Agoura Hills
Agoura Hills is mostly single-family, but it has a meaningful stock of apartment complexes, townhome communities and a handful of duplexes, largely near the main commercial corridors and the freeway. Older complexes often have carport rows, laundry rooms or storage buildings that see little use. Those are prime candidates for conversion, because the shell is standing and the City cannot demand new parking for spaces the ADU takes.
Detached units usually go on surface parking, along a side setback or in a landscaped area that is not doing much work. On sloped sites, retaining walls and fire access lanes shape what is available. In Oak Park, the same state law applies to multifamily lots, but Ventura County reviews the project rather than the City.
Site Planning for ADUs on Apartment Properties
Multifamily ADU projects involve more systems than a single backyard cottage. The water service and sewer lateral have to carry the added fixtures, which may mean upsizing lines or adding a meter through Las Virgenes Municipal Water District. Electrical service often needs an upgrade or a new meter bank through SCE. Fire department access is reviewed closely, especially in the Very High Fire Hazard Severity Zone, and new buildings may need sprinklers depending on what the reviewers require.
Tenant impact is the other planning issue. Construction near occupied units calls for staging, noise control and clear walkways. We schedule utility shutdowns with notice and keep trash enclosures, mailboxes and accessible parking working throughout. For condominium and townhome complexes, the association usually owns the common areas, so its approval as property owner is a prerequisite before any City application.
- Unit count under the eight-unit and 25 percent limits
- Water and sewer capacity checks
- Electrical service and meter planning
- Fire access lanes and sprinkler review
- Tenant staging and shutdown notices

Permitting Multifamily ADUs in Agoura Hills
Multifamily ADUs follow the same ministerial path as single-family ones. The Planning Division confirms objective standards such as setbacks and height, and Building and Safety reviews the construction drawings. Once a complete application is in, state law gives the City 60 days to approve or deny it, and a denial must list the deficiencies and how to fix them.
Each ADU on the property also falls under the City's residential-use covenant, which rules out short-term and commercial use. For an owner adding rental units, that simply aligns with the long-term leasing model most apartment properties already follow. Units at 750 square feet or below skip impact fees entirely, a handy line to design to when several small homes go in at once.
What Multifamily ADUs Give an Agoura Hills Property Owner
More Rental Units on the Same Lot
The unit count grows while the land stays the same. In a built-out city like Agoura Hills, that is one of the few ways to expand a rental property's income.
Converting Dead Space in Apartment Buildings
Storage rooms, carports and unused garages already have a roof and foundation. Converting them is often quicker and simpler than building new, and the lost parking need not be replaced.
Ministerial Review for Multifamily ADUs
There is no public hearing for a compliant ADU application. The City reviews it against objective standards within the state timelines, which makes planning and financing more predictable.
Small Units Without Impact Fees
Keeping each ADU at 750 square feet or less avoids impact fees entirely. Studios and one-bedrooms in that range rent well and fit tight sites.

FAQs
Agoura Hills Multifamily ADU FAQ
How many ADUs fit on an existing apartment property?
New freestanding ADUs can number up to eight but may not exceed the current unit count. Converting non-livable space adds more on top: one at minimum, and at most a number equal to 25 percent of the current units. Site constraints and local standards also shape the final count.
Can I add ADUs to a duplex in Agoura Hills?
Yes. A duplex is treated as multifamily, which allows two new freestanding units and one or more conversions of non-livable space, as setbacks, height and the site permit.
Can I sell a multifamily ADU as a condo?
Only if your city or county has opted in to separate ADU sales through an AB 1033 ordinance. We check whether that option exists in your jurisdiction before you plan around it.
Do I need to replace carport parking I convert to an ADU?
No. Carport or garage spaces lost to an ADU do not have to be replaced under state law.
Will tenants have to move out during construction?
Usually not. Most work happens in carports, storage areas or open parts of the lot. We plan short, scheduled utility shutdowns and keep access routes open for residents.
