Where we build ADUs
ADU Builder Service Areas Around Agoura Hills
We build ADUs in seven Agoura Hills neighborhoods and three communities just outside the city. Each has its own lots, rules and permitting agency, and each page below explains what that means for a new unit.

City of Agoura Hills
ADU Builder in Old Agoura

A north-side planned community with HOA-owned open space. Garage conversions and junior ADUs move most easily through CC&R review.

Seven of our service areas are within city limits, where the City of Agoura Hills Community Development Department issues ADU permits. Lake Lindero, Hillrise and Liberty Canyon are the original tracts the city grew from, with established single-family homes. Morrison Ranch and Chateau Park are planned communities where homeowners associations maintain shared open space. Old Agoura holds the city's estate and equestrian lots, and Indian Hills sits on the hillsides south of US 101.
Across all seven, the same City process applies: online filing, Planning Division review of objective standards, then Building and Safety plan check, with oak trees shown on the site plan and a residential-use covenant recorded before final.

ADUs in Unincorporated Communities Near Agoura Hills
Three of our areas share the Agoura name or ZIP code but not the City's permit office. Oak Park lies over the Ventura County line and has no city government; its water and sewer come from the Triunfo Water and Sanitation District. Malibou Lake and Cornell are unincorporated Los Angeles County, in the Santa Monica Mountains, where County planning and building staff review ADUs.
State ADU law applies the same way in each, but local forms, fire agencies and septic reviews differ. Checking which agency owns the parcel is the first thing we do.
How Terrain and Fire Risk Vary Across Our ADU Service Areas
Lot conditions shift a lot over short distances. The tracts on gentler ground tend to suit garage conversions, junior ADUs and modest backyard cottages. Indian Hills and parts of Liberty Canyon bring slopes, soils reports and engineered foundations. Old Agoura, Malibou Lake and Cornell add septic systems, oaks and long or narrow access.
Fire risk runs through nearly all of it. The City's General Plan puts the majority of Agoura Hills, and all of it below the freeway, in the Very High Fire Hazard category, and the 2018 Woolsey Fire forced evacuations from the city, Oak Park and Malibou Lake. Wildfire construction standards are a normal part of ADU design here.
- Tract lots: conversions, JADUs, backyard cottages
- Hillside lots: engineered foundations and retaining
- Rural and estate lots: septic, oaks and access
- HOA communities: CC&R design review
Not Sure Which ADU Service Area You Are In?
Mailing addresses can mislead. Cornell uses the Agoura Hills 91301 ZIP code but is County land, and Oak Park residents often describe themselves as living in Agoura. If you are unsure, describe your street and cross streets in the consultation request and we will check the parcel's jurisdiction for you.
If your property is near but outside these ten areas, ask anyway. We will tell you plainly whether it is a fit.

FAQs
ADU Service Area Questions
Do you build ADUs in Oak Park?
Yes. Oak Park is unincorporated Ventura County, so we file with the County rather than the City of Agoura Hills.
Does the City of Agoura Hills cover Cornell?
It does not. Cornell shares the 91301 ZIP code but is unincorporated Los Angeles County, which handles its ADU permits.
Which Agoura Hills neighborhoods have HOAs?
Morrison Ranch and Chateau Park have associations that maintain shared open space. Other tracts may carry CC&Rs too, so we check the title for every project.
Can you build an ADU outside these areas?
Possibly. Tell us where the property is in your consultation request and we will let you know if it is within reach.
